关于上海大学留学生公寓管理规定

一、住宿安排

(一)房间预定

1、上海大学留学生公寓楼采取网上预定制度,所有学生将在预定窗口开放期上网进行房间预定,预定时间将通过邮件方式通知学生。

2、网上预定采取先到先得的方式,错过预定时间或未能成功预定的学生将无法办理入住。在房源许可的情况下,有可能开启第二轮预定窗口,请及时关注邮箱通知。

3、网上预定将根据学生身份自动分配校区和房型,原则上学历生入住宝山校区、语言生入住延长校区,其他学生将根据学院所在地进行分配。

4、奖学金生的预定周期为其完整学制,若期间房源条件发生变化,后勤服务中心应及时告知学生。自费长期生预定周期为一学期(以寒暑假为限)。

5、超出学习年限延长学籍者,最多可延住一年,须向后勤服务中心提出书面申请,进行房间保留。延长学籍2年以上学生将无法预定,不再安排住宿。

6、网上预定须缴纳订金(RMB1000),在办理入住时,订金将自动抵充房费。若预定后未能按时入住,房间将不予保留,订金不予退还。

(二)房间安排

1、留学生的住宿房间由学院后勤服务中心统一安排,语言生、本科生、研究生原则上安排双人间或四人间,博士生安排单人间。

2、坚持男、女分住的原则,均在我校学习的留学生夫妇如需合住,需提出申请,并出示夫妻关系的法律文件。

3、在房源许可的前提下,可提供长期生报道日前三天,至学期结束后四天的预定,具体时间以预定系统为准。早到或晚退,将无法安排此时段之外的住宿。

4、在房源许可的前提下,可以满足长期生寒暑期住宿的需求。

5、若房源发生变化,学生应服从学校的整体安排。如发现有学生欺负同住室友的情况,一经查实,将取消住宿资格。

6、一般情况下,不允许擅自更换房间,如确实需更换房间,需说明原因,经学院后勤服务中心办公室同意后才能更换。如果房间和设施出现严重损坏请及时告知前台,由公寓管理人员根据情况安排修理或调换。

(三)入住手续

1、预定成功后,须在预定时间准时到前台办理入住手续,届时须出具学费缴纳收据。

2、房费支付方式:

房费支付可选择网上汇款,或办理入住时现场缴费。

A.网上汇款请于办理入住登记时出示汇款凭证。

B.现场支付可选择人民币现金或刷卡支付(1.国际信用卡或中国银行境外分行办理的借记卡或信用卡刷卡支付时需缴纳银行手续费。2.在中国办理的银行卡刷卡无需缴纳手续费)。

2.付款期限:

短期生(入住不满一学期)需一次性缴纳所有房费,长期生需一次性支付一学期房费。

房费支付应于入住当日完成,如遇特殊情况入住当日无法缴费,需说明原因,得到许可后,最晚于入住后的一周内缴清房费。住宿期间需按时缴清电费、燃气费,拖欠费用一周以上的学生,将取消住宿资格。拒不缴纳欠费者,将根据上海大学留学生管理规定进行处罚。

(五)退宿及退费

1、因各种原因离校退宿者,须填写离校手续单,其中的留学生公寓部分,须由前台当班人员确认所有费用已结清,房间物品已清点。公寓楼主管负责审核签字。否则不能准予离校。

2、校外住宿,需先到学院留学生事务办公室办理校外住宿相关手续,结清所有费用,方可办理退宿。

3、长期生如个人提前退房,须提前两个星期递交书面申请,提供指定银行卡号(中国农业银行),剩余房费将退还至银行卡,否则将不予退还。

4、凡不满一个学期的各类团组,预定且已经安排了房间,凡因个人原因提前退房,房费将不予退还。

(六)其他

1、留学生学习期间寒、暑假回国需寄存行李,可到公寓前台办理行李寄存登记。行李寄存时间为3个月,如逾期无人取回,将作无主物品处理。

2、留学生和访客必须严格遵守会客时间,访客应在规定时间内离开留学生公寓。具体时间如下:

周一~周五:12:00—23:00周六、周日:10:00—23:00

3、留学生的同胞、朋友来访时,需出示本人有效证件,经前台人员审验,办理好会客登记手续后方可进入楼内。

二、住宿管理

1、严禁在楼内进行赌博、色情、贩毒等违反中国法律的活动。

2、严禁在楼内进行打架、斗殴、传教等违反校纪校规的活动。

3、注意用电安全。严禁在房间内私接电线,禁止使用电热毯、电磁炉、电烤箱、电炒锅、电煎锅、电热取暖器、电熨斗等高功率或功率在1000W以上的电器设备及劣质电器;连续三次发现用电不规范,如人离开不断电的情形,违规电器将被没收,至毕业时归还;禁止将电动助力车停放在楼内或房间内,禁止在房间内为电动助力车的电池充电,如有违反将没收物品进行集中保管,至毕业时归还;情节严重者,将取消住宿权利,并按照留学生管理规定进行处罚,触犯法律的将由相关部门依法处理。

4、注意防火。公寓楼内禁止吸烟,违者罚款200元。请不要把易燃易爆物品带进楼内,禁止在房间内使用明火,不要随意移动消防器材。如有违反,一经发现,将给予处罚。情节严重者,将取消住宿权利,并按照留学生管理规定进行处罚。

5、在公用厨房使用电磁灶或煤气灶时,人不要离开,以防止溢出引起漏电或煤气泄漏。所有的电器设备用完后及时关闭电源。如因个人原因,造成安全隐患或公共财产损失者,将取消住宿权利,并按照留学生管理规定进行处罚。

6、公寓内如发生火警、漏电、漏煤气等意外事故,请速向学院后勤服务中心办公室或公寓服务台报告。

7、请爱护楼内的公共设施和房间内的家具用品、电器设备及墙面;如有人为损坏,将按原价双倍进行赔偿。拒不赔偿者,将取消住宿权利,并按照留学生管理规定进行处罚。

8、住宿期间违反访客制度,擅自让访客留宿的按房费3倍处罚,若情形严重者将取消住宿权利,并按照留学生管理规定进行处罚。

9、请保持房间及公共区域的卫生。不要在楼内乱贴广告和乱扔杂物,楼内不能饲养宠物。后勤中心每月一次不定期对房间的安全卫生状况进行抽查,并将检查结果计入学生日常考核。

10、请保管好个人财物。请勿将贵重物品和大量现金存放在室内。请妥善保管好房间钥匙,不要随便借给他人。人离开房间时一定要锁好门窗,关闭所有电源开关,以防发生意外。

11、创建安静、文明的生活环境。楼内不能大声喧哗,夜间播放音乐、看电影电视需控制音量,避免影响他人休息。

12、公寓楼实行24小时门禁制度,一人一卡刷卡进楼,外出请在24:00前返回公寓,过时须登记进楼。

Administrative Provisions for the Apartments of International Students in Shanghai University

I.Accommodation arrangement

(I)Room reservation

1. The apartments for international students in Shanghai University adopt an online reservation system. All students are required to make online reservations during the scheduled period,of which notice will be given to students via email.

2. The online reservation system will operate on a first-come-first-served basis and students who miss making reservations during the scheduled period or fail to make the reservation successfully will not be able to check in. Depending on the availability of more apartments, it is possible to apply for the second round of reservation. Regularly check for emails from SHU for possible further notice.

3. The online reservation system will automatically arrange apartments for students based on their personal information and the location of the school.

4. Thedefault periodfor scholarship students isone semester.If the conditions of the apartments change during such period, the Administrative Support Centre shall inform the students in due time. The default period for self-paid students is one semester (separated by summer and winter holidays). Student who intendsto remain in accommodation during the winter and summer vacation shall make a reservation during the scheduled reservation period.

5. Students who extend their study period beyond one academic year can extend their stay for up to two years, provided that a written application for reservation is submitted to the Administrative Support Centre. For those who extend their study for more than two years, the arrangement of apartments depends onavailability.

6. Payment of a deposit (RMB1000) is required for online reservation. At check-in, the deposit will be automatically treated as room fees. If the check-in is not made on time, the room will not be retained and the deposit will not be refunded.

(II) Room Arrangement

1. The accommodation of international students is arranged by the College LogisticsService Centre, which, in principle, will arrange a twin-bed or four-bed room for language students, undergraduate and graduate students, and a single-bed room for PHD students.

2. Male and female students are required to stay in separate rooms. Couples intending to live together are required to present the legal documentation proving their marriage status.

3. On the premise of the availability of the apartments, students may move in an extra three days prior to the registration date and move out an extra four days after the end of a semester, though only for long-term students andsubject to the school calendar.Beyond such period, there will be no arrangement of accommodation.

4. On the premises of the availability of the apartments, accommodation during summer and winter vacation can be arranged for long-term students.

5. If the availability of the apartments changes, students shall follow the overall arrangement made by the university.Any student who is found bullying his/her roommate will be disqualified from accommodation in dorm on campus.

6. In general, room change is not allowed without authorization. Any change shall be subject to the approval of the College LogisticsService Centre with due explanation. If there is any serious damage to the rooms and facilities within, please inform the front desk. The apartment manager will arrange the repair or replacement depending on actual circumstances.

(III) Check-in

1. The check-in procedure shall be processed at the reserved time at the front desk after successful reservation.

2. Payment method:

The room fees can be paid online or when checking in.

A.If payment has been made online, aremittance certificate is required to be presented for check-in.

B.On-site payment can be made via credit card or cash in RMB. (1. There will be bank processing fees for international credit or debit cards or credit cards issued by oversea branches of Chinese banks. (2. There will be no bank processing fees for the bank cards issued by domestic branches of Chinese banks. )

2. Payment term:

Short-term students (less than one semester) must pay all the room fees in one lump sum, and long-term students must pay the room fees of one semester in a lump sum.

The payment shall be completed on the day of check-in. Under special circumstances where payment upon check-in cannot be made, payment can be extended up to one week after check-in subject to approval that explanations have been provided. Those who delay payments will be expelled from the accommodation. Those who refuse to make payments will be subject to expulsion from the accommodation and disciplinary actions in accordance with the regulations on the administration of international students.

(V) Termination of Accommodation and Refund

1. Those who leave the university and terminate their stay in the accommodation for whatever reasons shall fill out the Departure Form. Management at the accommodation’s reception will then ensure that any outstanding fees have been settled and all items belonging to the room have been counted. The manager of the apartment building is responsible for review and final signature. Before this procedure is complete, leaving the university accommodation is not permitted.

2. Those who intend to live off campus shall go through the external accommodation procedures at the International Students Affairs Office and settle all payments before leaving the accommodation.

3. Long-term students intending to leave the accommodation early shall submit a written application two weeks in advance and provide the designated bank account number (Agricultural Bank of China) for the refunding of the balance of the room fees, otherwise, there will be no refund given.

4. All groups who reserve apartments for less than one semester will not be refunded for leaving the accommodation early after their rooms have been inspected if such early terminations occur for any personal reasons.

(6) Miscellaneous

1. During the study period, any international students who return to their own countries during summer or winter vacation can store their luggage with the front desk of the apartment building. The maximum luggage storage time is 3 months and any luggage that is not collected within the time limit will be treated as unclaimed items.

2. International students and visitors must strictly observe the visiting hours of the accommodation. Visitors shall leave the student apartments within the stipulated time period. The specific time period operates as follows:

Monday ~ Friday: 12:00-23:00 Saturday and Sunday: 10:00-23:00

3. When families and friends of the international students come to visit the accommodation, they must show their valid identification documents and go through the formalities of registration with the reception staff before they can enter the building.

II. Management of the Accommodation

1. Gambling, the use of pornography, drug trafficking and any other activities that violate Chinese law are strictly prohibited in the building.

2. The use of violence, physical altercations and the preaching of any religious activities are strictly prohibited in the building.

3. Please pay attention to power safety. The use of high-power electrical appliances(including appliances with power exceeding 1000W)such as electric blankets, electric stoves,induction cooker,electric iron, electric oven, and electric heateris strictly prohibited in the room, anyhigh-power electrical appliancementioned abovewill be confiscated upon discoveryinside roomand will not be returned until after the student’s graduationor completion.Improper use of electricity such as keeping appliance plugged without attention is regarded as infraction and the electrical appliances (including non-high-power) will also be confiscated upon 3 times discovery.Serious infractions will be subject to expulsion from the accommodation and disciplinary actions in accordance with the regulations on the administration of international students.

4. Watch out for fire. It is strictly forbidden to smoke inside the apartment building.The violator will be fined RMB200.Please do not bring flammable and/or explosive items into the building. Do not have open fires in the room. Do not move fire-fighting equipment without priorauthorization. Any violation, upon discovery, will be subject to disciplinary action. Serious infractions will be subject to expulsion from the accommodation and disciplinary actions in accordance with the regulations on the administration of international students.

5. Be careful when using electromagnetic or gas stoves in the public kitchen area and keep yourself close when they are in use so as to prevent leakage. Switch off power to all the electrical devices after use. You are responsible forany personal electrical device which results in hidden dangers or loss of public property and will be subject to expulsion from the accommodation and disciplinary actions in accordance with the regulations on the administration of international students.

6. Please report to the College LogisticsService Centre or to the reception of the apartment building if a fire, leakage or gas leak occurs in the building.

7. Please take good care of the public facilities and the furniture, electrical devices and the walls in the building. In the event of damage due to human error, compensation will be paid at double the original price.(the price of compensation is attached)Refusal to pay any compensation owed will result in the expulsion from the accommodation and disciplinary actions in accordance with the regulations on the administration of international students.

8. Those who violate the Visitor Policy and allow non-residents to stay overnight in the accommodation will be subject to a fine in an amount equal to three times that of the room fees. Serious infractions will be subject to expulsion from the accommodation and disciplinary actions in accordance with the regulations on the administration of international students.

9. Please keep the room and public areas clean. Don't put up ads and don’t litter in the building. Pets are not allowed in the building. The Administrative Support Centre will conduct random spot checks of the room to inspect the security and health conditions of the room once a month and then note the inspection results onto the student's record.

10. Please take care of your belongings. Don't store valuables and large amounts of cash in the room. Take proper care of your room key and don't lend it to others. Be sure to lock all doors and windows when you leave the room and turn off all the power switches to avoid any accidents.

11. Create a quiet and civilized living environment. Avoid making loud noises in the building. Ensure that music, movies and TV are played or watched at a low volume at night so as not to disturb others.

12. The apartment building has a 24-hour access control system. Only one swipe card is provided to each student to access the building. Please return to the apartment before 24:00 or register for late access in advance if returning later than 24:00.
